About Hans
Hans Clugston studied anthropology at the University of Connecticut before turning to law at Arizona State University, where he earned his J.D. The shift from social science to legal training gave him two lenses on public life: one attuned to human context, the other to rules and procedure. He brought those perspectives into a career anchored in Arizona.
He joined the State Bar of Arizona in 1998 and has maintained membership since then. Over the years his professional affiliations expanded to include membership in the National Academy of Elder Law Attorneys and accreditation by the Veterans Administration. Those connections map onto the kinds of problems clients bring to him: long-term care planning, guardianship, benefits and the intersection of elder needs and veteran entitlements.
Early in his practice he worked on matters that required translating complex statutes into practical choices. The work demanded careful record-keeping, familiarity with administrative processes and patience for gradual resolution. He learned to move between courts, administrative agencies and families who needed clear explanations at stressful moments. Those early experiences shaped the way he approaches casework and client interviews.
Today he operates from Hans Clugston, PLLC. The firm handles matters that commonly arise for older adults and veterans. Guardianship petitions, Medicaid planning, probate questions and claims before administrative bodies appear regularly on the docket. He represents clients in hearings and in the preparation of legal documents intended to protect health care decisions and financial stability.
Colleagues describe him as methodical in file preparation and steady in proceedings. He is listed as a member of professional organizations that concentrate on elder law and veterans’ benefits, which keeps him connected to developments in those fields and to peer discussions about best practices. He has used that network to stay current on changes to benefit rules and state procedures.
Clients working through incapacity planning or benefit claims often need both legal guidance and referrals to medical or financial specialists. His work involves coordinating with those professionals, explaining options to families and assembling the paperwork that administrative agencies require. He represents individuals at hearings before administrative bodies when VA benefits or public benefits are part of the dispute.
He maintains an active Arizona practice at Hans Clugston, PLLC. He currently practices in elder law and veterans benefits.
