Norris is admitted to practice in Texas and before the United States District Court for the Northern District of Texas. Over the years he has developed experience in matters that move from state-court dockets into federal scrutiny. He has routinely navigated procedural rules in both arenas and appears in hearings and trials at each level.
He maintains memberships in several professional organizations, including The Federalist Society, the Tarrant County Criminal Defense Lawyers Association and the Tarrant County Bar Association. Those affiliations keep him engaged in local legal developments and federal constitutional questions. He also takes part in events that bring together trial lawyers and judges from the Dallas–Fort Worth area.
Norris concentrates his work on criminal defense and federal court litigation. He represents clients at indictment stages, advises on plea options, and handles pretrial motions. In federal matters he manages discovery disputes and argues suppression and other dispositive motions. His practice emphasizes courtroom advocacy, where he spends much of his time preparing witnesses and developing trial themes.
He heads a practice group at Norris Legal Group where he is the primary trial attorney. The firm serves clients in both state and federal courts across the region.
