Frank S Warner built a legal career that moves from the federal courthouse to state regulation and then into solo practice. He studied at the University of Utah, completing undergraduate work in 1959 and earning his J.D. in 1964. Early academic years gave him the foundation that guided his first steps into the law.

His earliest professional position came while still closely tied to the judiciary. In 1963 he served as a law clerk to the Honorable David Lewis of the United States Court of Appeals for the Tenth Circuit. That experience offered him an inside view of appellate practice and judicial decision-making. After law school he joined Young, Thatcher and Glasmann as an associate in 1964. He stayed with the firm through a period of change and advancement, becoming a partner in 1968 when the firm name expanded to Young, Thatcher, Glasmann and Warner.

At the same time, Warner began ties to public service. In 1968 he was appointed city lawyer for the City of Riverdale, Utah. That municipal role placed him close to local government work and the daily legal issues cities face. Two years later he stepped into state-level regulation as chairman of the State of Utah Public Service Commission in 1970. The commission post exposed him to utility regulation, administrative hearings, and the intersection of law and public policy.

In 1974 Warner left the partnership model and opened a sole practice, establishing Warner Law. The move to a solo office allowed him to pursue cases and matters shaped by his prior governmental and private sector roles. His background as a clerk, partner, city lawyer, and commission chairman has informed the kinds of matters he accepts and how he advises clients.

Colleagues and public records show a lawyer comfortable in administrative settings and appellate environments. His time at the Public Service Commission and at municipal counsel’s office suggests work involving regulatory filings, municipal ordinances, and compliance matters. The appellate clerkship early in his career points to familiarity with briefs, record review, and legal research at higher court levels.
