About Evan
Evan Kelly earned his law degree from Villanova University School of Law, completing the J.D. program in 2000 after beginning his studies in 1997. He arrived at law school after undergraduate work and a clear interest in courtroom practice. The diploma opened the usual doors. He chose the trial path early on.
He began his legal career in public service. In 2000 he joined the Chester County District Attorney's Office as an assistant district attorney. In that role he tried cases and handled courtroom responsibilities that come with prosecutorial work. The experience gave him daily exposure to criminal procedure and case preparation under the pressures of a busy county office.
After his time in the district attorney's office he moved into private practice at Bellwoar Kelly, LLP. He is admitted to practice in Pennsylvania and before the United States Court of Appeals for the Third Circuit. The Pennsylvania Supreme Court has certified him to handle death penalty cases, a credential that reflects specific procedural and ethical requirements imposed for capital litigation. He maintains an active membership in the Pennsylvania State Bar and participates in the professional life of the bar.
At Bellwoar Kelly, LLP he works out of the firm's multiple offices and practices as one of its lawyers. His background combines years of courtroom work as a prosecutor with private-practice litigation. He appears in state trial courts and has experience with federal appellate filings given his Third Circuit admission. Colleagues describe him as pragmatic in court and attentive to case details. Clients seek him out for matters that require trial experience and familiarity with complex criminal procedures.
Outside the courtroom he continues to engage with the legal community through bar activities. He has kept the certification required for capital cases current and remains eligible to accept such matters under Pennsylvania Supreme Court rules. He balances courtroom commitments with the administrative work of private practice and the logistical demands of a firm that operates from several locations.
He currently practices at Bellwoar Kelly, LLP and handles litigation matters that draw on his prosecutorial background and his death-penalty certification.
