Evan Harlow began a path toward public service early in his academic career. He earned a Bachelor of Public Administration from Texas State University–San Marcos, listed as 2006 on his school record, and continued to graduate study at Texas A&M University–College Station, where he completed a Master of Public Service and Administration in 2008. He later attended the University of Houston Law Center and received his J.D. in 2015.
Those degrees shaped a career that straddles policy and the courtroom. After law school he entered private practice.
