About Evan

Evan Harlow began a path toward public service early in his academic career. He earned a Bachelor of Public Administration from Texas State University–San Marcos, listed as 2006 on his school record, and continued to graduate study at Texas A&M University–College Station, where he completed a Master of Public Service and Administration in 2008. He later attended the University of Houston Law Center and received his J.D. in 2015.

Those degrees shaped a career that straddles policy and the courtroom. After law school he entered private practice. Over time he built a practice under the Harlow Law Office name and took on matters in both state and federal venues. He is licensed in Texas and admitted to the U.S. District Court for the Western District of Texas. He maintains professional association memberships and participates in the local legal community.

Colleagues describe Harlow as direct in the courtroom and methodical in preparation. He has handled client matters from initial intake through hearing and, when necessary, trial work. He is comfortable arguing procedural motions and has experience managing discovery and case logistics. His training in public administration informs how he approaches complex factual records and organizational clients.

At the Harlow Law Office he serves as the principal lawyer. The firm is recorded as The Harlow Law Office, PLLC. There he manages client files, oversees case strategy and handles day-to-day client communication. The office operates in Texas, where he appears in state court and has filed matters in the Western District of Texas when federal jurisdiction was required.

Outside his casework, Harlow’s background in public administration has found practical application. He has worked on matters that require careful attention to administrative detail. He emphasizes clear lines of communication with clients and seeks practical resolutions when possible. His approach is plainspoken; he prefers to explain options in straightforward terms instead of relying on jargon.

He currently practices at The Harlow Law Office, PLLC, representing clients in matters before Texas state courts and the U.S. District Court for the Western District of Texas.
