About Debra

Debra Roscioli built a career that bridges business training and courtroom practice. She arrived in law after a solid grounding in finance and management. Her academic record pairs a technical undergraduate degree with a dual graduate program that combined business and law.

She earned a B.S. from Cornell University in 1994. Nearly a decade later she completed both an MBA and a J.D. at Villanova University in 2003. The concurrent degrees reflect an early interest in the intersection of corporate operations and legal structure. Those credentials have informed her work ever since.

Roscioli is admitted in Pennsylvania and New Jersey and holds federal admissions across multiple districts, including the Eastern, Western and Central Districts of Pennsylvania, the District of New Jersey and the Central District of Illinois. She is also admitted to practice before the Third Circuit. Those credentials allow her to handle matters that move between state and federal courts.

Her professional affiliation list includes memberships in the Pennsylvania State Bar and the New Jersey State Bar. She is also a member of the American Bankruptcy Institute, an organization that draws practitioners and judges who handle restructuring and insolvency matters. Those memberships reflect where much of her practice energy is directed.

Roscioli practices at Reger Rizzo & Darnall LLP. At the firm she has represented creditors, debtors and other stakeholders in contested proceedings and negotiated resolutions outside of litigation. Her work regularly touches on creditor rights, bankruptcy petitions and related contested matters in bankruptcy court. She has appeared in federal district courts and has handled appeals at the circuit level when cases required it.

Colleagues describe her as methodical in preparing cases and pragmatic in settlement discussions. She blends legal analysis with attention to the commercial pressures that drive restructuring decisions. That approach shows in her courtroom filings and in the negotiation files that precede many resolved matters.

Outside of casework she has participated in bar activities and professional groups that concentrate on insolvency, practice management and creditor-debtor law. Those activities have kept her connected to peers and to evolving procedural developments.

Her work remains concentrated at Reger Rizzo & Darnall LLP. She currently focuses her practice on bankruptcy and insolvency matters.
