About David

David Morris trained in Honolulu and went on to build a legal career rooted in the state. He earned his law degree from the University of Hawaiʻi at Mānoa William S. Richardson School of Law after completing a Bachelor of Science in Business Administration at Hawaii Pacific University. His education combined local legal training with a business background that informs his work today.

Morris is admitted to practice in Hawaii and to the U.S. District Court for the District of Hawaii. Those admissions have allowed him to handle matters at both the state and federal levels. He has been active in professional circles in the islands, taking roles that connect practitioners who handle regulatory and resource issues.

Since 2019 he has served as Secretary of the Environment, Energy, and Resources Section of the Hawaii State Bar Association. In that role he has handled administrative responsibilities for the section and participated in programs and meetings that bring attorneys and agency representatives together. He holds other memberships as well.

He is a member of the law firm Bays Lung Rose & Holma in Honolulu. At the firm he works alongside other attorneys on matters that intersect state regulatory frameworks and federal practice. His background in business and law positions him to assist clients who face complex compliance questions and transactional issues tied to environmental and energy regulation.

Morris’s practice has included advising clients on regulatory measures, permit processes, and resource-related disputes.
