About David C.
David C. Smith built his foundation in the classroom. He earned a B.A. in Political Science from Stetson University in 1992, then continued his studies at Florida State University College of Law, receiving an M.P.A. in Public Administration in 1994. He completed his legal training at the University of Georgia School of Law, taking his J.D. in 1998 and joining the State Bar of Georgia that same year.
After law school, Smith moved into a mix of public service and community involvement. He was appointed to the City of Rome Municipal Court bench in 2010 and has served in that role while remaining active in local civic organizations. His board service stretches back more than a decade and covers education, housing and business groups in Rome and Floyd County. The roles have kept him close to municipal operations and local nonprofit governance.
Smith’s professional affiliations point to an interest in elder law and issues affecting older adults. He has been a member of the National Academy of Elder Law Attorneys since 2010 and joined ElderCounsel in 2013. Those memberships run alongside continuous membership in the State Bar of Georgia since 1998. He also serves on the boards of the Greater Rome Chamber of Commerce, Communities in Schools of Rome and Floyd County, and Habitat for Humanity of Rome and Floyd County.
On the bench, Smith has presided over municipal matters and day-to-day court administration. That work has given him frequent exposure to local ordinance enforcement, traffic and misdemeanor dockets, and the procedural demands of a city court. His community board roles have brought him into contact with housing policy, nonprofit governance and efforts to support at-risk youth in the area.
Outside the courtroom, Smith’s practice has intersected with elder law and related areas. Memberships in elder-law organizations suggest sustained engagement with issues such as long-term care planning and estate-related matters. He has combined courtroom experience and nonprofit leadership to advise clients and community groups on legal questions that touch both individual circumstances and public programs.
Colleagues and community partners describe him as steady and engaged in local affairs. He maintains his State Bar standing and continues to take part in regional boards and professional groups. He sits as a municipal court judge in Rome and maintains a practice that includes elder law and estate-planning matters.
