About David
David Brooman graduated from Villanova University School of Law in 1982 after earning a B.A. from Rutgers University in 1979. He moved quickly into private practice and has spent more than four decades in the courtroom and at the negotiating table. His early legal training and his academic background set the stage for a career that spans state and federal practice.
His career record lists several long-term associations with established firms. He served as a partner at Cohen Shapiro Polisher Shiekman & Cohen LLP beginning in 1981 and later joined Drinker Biddle & Reath LLP as a partner in 1995. In the 2010s his practice shifted toward smaller, more specialized operations; he was associated with Brooman, Buzzell & Garber LLC in 2011 and became president of David J. Brooman Law Offices, LLC in 2012. Since 2014 he has been a partner at High Swartz LLP, where he continues to maintain an office.
Brooman is admitted to practice in New York and New Jersey, and he holds admissions in Pennsylvania as well. His federal admissions include the Third Circuit and the United States Supreme Court. He has navigated matters across trial and appellate levels, representing municipal clients and private parties in disputes that require both trial strategy and appellate planning.
Professional associations have been a steady part of his work. He has held memberships in the Philadelphia Bar Association and the Montgomery Bar Association since 1982. He joined the New York Bar Association in 2012. At the state level he participates in the Pennsylvania Bar Association’s Municipal Law Section and its Environmental and Energy Law Section, joining both in 2013. In 2018 he served as chair of the Montgomery Bar Association’s Environmental & Energy Law Committee.
Colleagues describe Brooman as methodical in litigation and pragmatic in advising public entities. He has worked on environmental and municipal issues, advising local governments and utilities on regulatory and land-use matters. He also handles appeals, making use of his federal admissions when cases move beyond trial courts.
He is based in the High Swartz LLP office and continues to take cases that involve municipal law, environmental and energy matters, and appellate practice. His current practice focuses on municipal, environmental and energy law and appellate work.
