David A. Mills earned his undergraduate degree in government from Franklin & Marshall College in 1975 and took his law degree from Villanova University School of Law in 1979. He finished law school at the end of the 1970s, a period when many new practitioners were finding their footing in both courtroom and transactional work. The combination of a political science background and a Villanova law education informed the early shape of his practice.
He became a partner at Stetler & Gribbin in 1983. That year also marked his entry into the Pennsylvania State Bar. At Stetler & Gribbin he handled a range of matters that included estate planning and probate work, matters he would continue to handle throughout his career. He built a local practice grounded in county-level matters and courtroom appearances when necessary.
In 2005 he joined Blakey, Yost, Bupp & Rausch, LLP as a partner. The move broadened his firm affiliations while keeping the same substantive emphasis. He has been active in professional groups for decades. Since 2001 he has served as chairman of the York County Estate Planning and Probate Law Section. He is also a member of the AARP Legal Services Network since 1999, and he has maintained membership in the Pennsylvania State Bar since 1983.
Mills is admitted to practice in Pennsylvania, before the United States Court of Appeals for the Third Circuit, and he holds admission to appear before the U.S. Supreme Court.
