About Cathleen

Cathleen Kenney earned her law degree at the University of Miami School of Law, where she began studies in 2003 and received her J.D. in 2006. She entered the legal profession after graduation and established her practice in Florida. Her academic training at Miami provided a foundation in core areas of law and practice in state regulatory settings.

Kenney built a career that centers on public-sector legal work. Early on she took roles that exposed her to the regulatory and administrative processes that govern public agencies. Over time she moved into positions that required advising government officials, drafting and reviewing policy and contracts, and participating in administrative proceedings.

Her work has consistently intersected with public agency operations. That has meant advising on compliance with state and local regulations, preparing contract documents, supporting procurement processes, and assisting with permit-related questions. In administrative forums she has been involved in briefing and presenting issues that affect agency decision-making.

Kenney maintains current professional association memberships. She engages with peers through those networks and has used those forums to stay current on developments affecting public entities and regulatory law in Florida. Participation in association activities has also provided opportunities to discuss best practices for public-sector governance and legal risk management.

Since joining the Southwest Florida Water Management District, Kenney has worked in the District’s legal office. Her responsibilities there involve advising the agency on matters that arise from its operations. That includes responding to legal questions from program staff, assisting with district-level contracts and procurement, and supporting efforts that require interaction with other state and local entities.

Colleagues describe her as pragmatic in approach. She tends to prioritize clear legal analysis and workable solutions. Her public-sector background gives her familiarity with the procedural demands that agencies face, from public meetings to administrative hearings.

Outside of day-to-day legal work, Kenney has remained engaged with issues that affect water management and public infrastructure. She follows regulatory changes and participates in professional conversations about how law and policy shape agency outcomes. She currently practices law in Florida and works in the legal office of the Southwest Florida Water Management District, focusing on legal matters tied to the District’s operations.
