Carrie Anne Downey is a licensed attorney admitted to practice law in the State of California. She was admitted to the California State Bar in 1998. Her license is currently in active status. Ms. Downey is the principal attorney at the Law Offices of Carrie Anne Downey, a firm located in Coronado, California. She has been practicing law for over 28 years, providing legal services to clients in the San Diego area and beyond.
Ms. Downey earned her Juris Doctor degree from The Catholic University of America Columbus School of Law in 1991. She furthered her legal education by obtaining a Master of Laws (LL.M.) in Environmental and Natural Resources Law from the University of San Diego School of Law in 2000. Prior to law school, she completed her undergraduate studies at Bryant College, graduating cum laude with a Bachelor of Science in Business Administration in 1988.
Ms. Downey's practice areas include environmental law, energy law, and land use. She has extensive experience advising clients on regulatory compliance, environmental impact assessments, and energy policy. Her work encompasses all stages of legal proceedings, including litigation, negotiations, and regulatory hearings. She has represented both public and private entities in matters related to environmental compliance and land use planning.
Throughout her career, Ms. Downey has been admitted to practice before various courts, including the California State Courts and the U.S. District Court for the Southern District of California. She has also appeared before administrative agencies such as the California Public Utilities Commission and the U.S. Environmental Protection Agency. Prior to founding her own firm, she served as an Assistant General Counsel for the Imperial Irrigation District and as a Senior Associate at Horton, Knox, Carter & Foote.
Ms. Downey is an active member of the California Lawyers Association, Environmental Law Section. She has served as an Adjunct Professor at the University of San Diego School of Law, teaching Energy Law & Policy for 15 years. In addition to her professional commitments, she has been involved in community service, including serving as a Councilwoman for the City of Coronado from 2004 to 2018. She is fluent in English and has a working knowledge of Spanish, enabling her to serve a diverse clientele effectively.
