About C. Curtis
C. Curtis Norcini built a career that moves between public service, private practice and community organizations. He studied speech and communications at West Chester University of Pennsylvania, earning a B.A. in 1987. He later completed a J.D. at Widener University in 1994.
Norcini began his legal work in the public sector. In 1993 he served as a staff lawyer at a municipal tax bureau. He spent the following year as a trial lawyer in the Delaware County Public Defender’s office, handling criminal defense matters on behalf of indigent clients. Those early years on the front lines of courtroom work shaped his approach to advocacy and procedure.
By 1996 Norcini had moved into private practice as a partner in the Chester County office of Musi, Malone & Daubenberger, LLP. A year later he stepped into a corporate leadership role as chief executive officer of XLNet, Inc., a period that added business management to his professional skill set. In 2016 he joined Omnis Law Group as a partner, returning to a law firm environment and taking on matters that draw on both his trial experience and his corporate exposure.
Outside of the courtroom and the boardroom Norcini has been active in local organizations. He has served on advisory boards for Krav Maga Universal and NW Self-Defense Education since 2017 and holds a certification as a Combatives Instructor from Krav Maga Universal. His ties to party politics include a long-standing role with the Republican Committee of Chester County, where he has been assistant solicitor since 2008 and served as treasurer from 2016 to 2020. He has also been on boards tied to the local bar and community causes, including the Chester County Bar Association, the Chester County Bar Foundation and KidPHIT, and he served as president of West Chester University’s Board of Directors in 2006–2007.
Norcini is admitted to practice in Pennsylvania and before the Federal Circuit. His resume shows a mix of criminal defense, municipal law experience and corporate governance, supported by years in firm partnerships. He continues to engage in self-defense education and legal community service alongside his law practice.
He practices law from a Pennsylvania base and handles matters that reflect his background in trial work, municipal issues and business law, while maintaining active roles in local legal and civic organizations.
