About Brian
Brian Recor earned a B.S. from Georgetown University in 1998 and a J.D. from the University of Southern California Gould School of Law in 2003. He completed his legal education in the early years of the 21st century and moved into litigation practice soon after. The degrees set a foundation for courtroom work and federal filings that would define his career.
He began his post-law school career at Jones Day in 2004, joining the litigation team as an associate. That early period was marked by firm-side training on complex civil disputes and federal procedure. In 2008 he joined Bryan Cave LLP, where he advanced from associate to partner in the litigation group. His years in private practice involved case development, motion practice, and courtroom appearances across multiple jurisdictions.
Recor maintains admissions in several U.S. and international courts. He is admitted in California and Florida, and he is authorized to appear before the United States Courts of Appeals for the Ninth and Eleventh Circuits. His federal admissions include the United States District Courts for the Central, Eastern, Northern and Southern Districts of California, the Southern District of Florida, and the District of Columbia. The list of jurisdictions also notes a qualification in Paris, France, reflecting international aspects of his practice.
During his time at large law firms, Recor handled commercial litigation matters that ranged from contract disputes to regulatory questions. He worked on cases that required coordination among teams across state lines and, at times, across borders. The work demanded drafting complex briefs, managing discovery in high-stakes matters, and representing clients at hearings and trials. He brought those skills into an in-house role when he joined the legal department of Ocean Bank.
At Ocean Bank Legal Department Recor serves as part of the bank’s in-house counsel staff. His background in litigation and federal practice supports the bank’s need for internal management of disputes and regulatory inquiries. He handles litigation strategy, interacts with outside counsel, and advises on matters that touch both state and federal law. He currently practices in the bank legal department, handling litigation and regulatory matters for financial services clients.
