About Brian
Brian Monaghan built his legal foundation at Vermont Law School, where he earned his J.D. He began his undergraduate studies at Castleton State University and left with a B.S. in journalism and political science. That blend of reporting instincts and policy study surfaces in the way he approaches legal work: curious, detail-oriented, and attentive to how rules affect everyday institutions.
His early career brought him into public service. In 2002 he worked for the Vermont League of Cities and Towns, an experience that introduced him to the practical and legal questions facing municipal governments. Four years later he joined McNeil, Leddy & Sheahan, P.C., broadening his exposure to litigation and advising public entities. By 2008 he was a partner at Walsh & Monaghan, LLP, where he handled matters that tested both statutory interpretation and courtroom strategy.
Monaghan is admitted to practice in Vermont and before the 2nd Circuit. Those credentials reflect work on cases that touch local governance and civil disputes. He holds memberships in the International Municipal Lawyers Association and the Vermont Association for Justice, organizations that mirror the two strands of his practice: municipal law and civil litigation.
Colleagues describe him as methodical in preparation and straightforward in court. He favors plain language when advising municipal officials or litigants. That clarity comes from his journalism background as much as his legal training. It also shapes his courtroom presence: concise arguments, careful records, and an emphasis on the facts.
Throughout his career Monaghan has navigated the crossover between municipal operations and private disputes. He has handled regulatory interpretation and defended or advised local governments on issues that require both legal precision and an understanding of public administration.
He now practices at Monaghan Safar Ducham PLLC. His day-to-day work continues to center on legal issues for municipalities and civil litigation in state and federal courts, including matters before the 2nd Circuit.
