About Bernard
Bernard Ilkhanoff began his academic path with a double major in political science and Spanish at Frostburg State University. He moved on to Temple University Beasley School of Law, where he completed a J.D. and took coursework and practical training in trial advocacy. Those formative years combined classroom study and courtroom exposure and set the tone for his later work.
He entered the legal field as a legal assistant at Arent Fox LLP in 1987. That role preceded a string of summer positions that brought him into federal and corporate settings: a 1992 summer internship with the U.S. District Court for the District of Maryland and a 1993 summer associate role at Bethlehem Steel Corporation. In 1994 he served as an assistant city solicitor in the City of Baltimore Department of Law. By 1999 he was listed as president of Ilkhanoff & Silverstein, PC, marking a shift into firm leadership.
Ilkhanoff is admitted to practice in Maryland and Pennsylvania. His membership record shows Maryland State Bar beginning in 1995 and Pennsylvania State Bar beginning in 1998. He has remained active in bar and local associations. He served in leadership at the York County Bar Association and is listed as its immediate past president beginning in 2017. He has been a delegate to the Pennsylvania Bar Association House of Delegates since 2016 and holds memberships in the Pennsylvania Association of Justice and the Pennsylvania Association of Criminal Defense Lawyers dating back to 2002.
Training in trial advocacy at Temple and the variety of early legal roles suggest a hands-on courtroom orientation. His involvement in both the Pennsylvania Association of Criminal Defense Lawyers and the Pennsylvania Association of Justice points to work that touches on criminal defense and civil litigation. Over the years his practice record reflects courtroom appearances, client representation in contested matters, and ongoing participation in professional governance.
His work has been centered in south central Pennsylvania. He maintains offices in Shrewsbury and Lancaster, where he appears in state and federal forums as matters require. Locally he has balanced casework with bar leadership, participating in the institutional side of the profession while keeping an active caseload.
He practices through Ilkhanoff & Silverstein, PC, and maintains a litigation practice that serves clients in Pennsylvania and Maryland.
