About Bernard (Chip) Owens

Bernard (Chip) Owens III took a steady path into the law. He earned a B.S. in finance from Western Illinois University in 2003 and completed an MBA there in 2004. He then studied law at Valparaiso University School of Law and received his J.D. in 2009. Those years combined business training and legal education, a background he has drawn on throughout his career.

After law school, Owens began practicing in the region. In 2010 he worked at Hoeppner, Wagner & Evans, LLP. That role gave him early courtroom and transactional experience. He handled client matters in a small-firm environment and learned to manage the practical side of legal work—the deadlines, filings and client communications that matter day to day.

In 2014 he joined Hauk & Owens, LLC. He has remained there since, working from the firm’s offices including the Mt. Sterling location. Outside the office he has taken on roles in the community. He sits on the board of the Quincy Area Chamber of Commerce, a post he has held since 2018. He has also served on the board of The District since 2015. He maintains membership in the Adams County Bar Association, where he has been involved since 2014. Those positions reflect an interest in local institutions and civic networks as much as professional association.

Owens is admitted to practice in both Indiana and Illinois. His career bridges the private and public sides of regional practice. He is known to colleagues for steady client attention and for running files through to resolution. He continues to work with individuals and businesses on matters that arise across state lines, drawing on his finance and business background as well as his legal training. He currently practices at Hauk & Owens, LLC from the firm's Mt. Sterling office, handling legal matters in both Indiana and Illinois.
