About Andrew S.
Andrew S. Winters built a career that moves between public defense, teaching and private practice. He studied philosophy at Earlham College, graduating in 1992, and earned his J.D. from Duke University School of Law in 1996. Those academic years set the stage for work that would center on criminal law and appellate work.
He began his legal career in New Hampshire public defense. In 1999 he joined the Concord Public Defender's Office as a staff lawyer. That position placed him in trial courts handling a steady docket of criminal matters. He later shifted to appellate work and served as an Assistant Appellate Defender in Concord in 2004. In the same year he also taught, joining New Hampshire Technical Institute as an adjunct professor in the Paralegal and Criminal Justice Studies program.
Winters moved into private practice in the mid-2000s. He opened Winters Law Office in Concord in 2006. A year later he became an associate at Nelson, Kinder, Mosseau & Saturley, PC. In 2008 he became a partner at Cohen & Winters, PLLC. His professional registration lists bars in New Hampshire and New York, allowing him to handle matters across both states.
Outside the office he has been involved in a number of professional groups. He has been a member of the New Hampshire Bar Association since 1999 and of the New Hampshire Association of Criminal Defense Lawyers since the same year. He joined the NORML Legal Committee in 2006 and has been listed with the New Hampshire Association of Justice since 2013. These memberships reflect long-standing connections to defense advocacy and legal reform conversations.
Colleagues describe Winters as someone who draws on both trial experience and appellate practice when evaluating cases. His background in public defense informs how he approaches plea decisions, motions and appeals.
