About Andrew Ray
Andrew Ray McRoberts earned his law degree from the University of Richmond School of Law in 1987 after completing a Bachelor of Arts at the College of William and Mary in 1983, where he studied history, theatre and speech. The mix of liberal arts and legal training gave him a foundation in research, writing and public communication. Those skills would shape a steady career in public law.
He entered private practice early, joining Hirschler, Fleischer, Weinberg, Cox & Allen in 1990. That year also marked his admission to the Virginia bar. He spent the next several years moving between private and public roles, taking on matters that involved municipal clients and local officials. In 1994 he became an assistant county lawyer for Arlington County, a post that introduced him to the day-to-day legal needs of local government.
McRoberts next served as county attorney in Culpeper in 1996. He continued to advise local boards and staff on legal questions that arise in county operations. In 2001 he accepted the role of county attorney for Goochland County. Those positions gave him extended experience handling municipal ordinances, governance issues and the interplay between state and local law.
He joined Sands Anderson PC as a lawyer later in his career and remains part of that firm today. At Sands Anderson he has continued to work on matters tied to local government clients, blending his public-sector background with the resources of a larger firm. Colleagues and clients have relied on his familiarity with county procedures and expectations.
McRoberts has been a member of the Local Government Lawyers of Virginia since 1994 and has maintained his membership in the Virginia State Bar since 1990. Those affiliations reflect a long-standing engagement with peers who practice in municipal and local government law. He has kept one foot in the practical concerns of county government while also working in private practice.
He maintains a practice at Sands Anderson PC and remains an active member of the Virginia bar. His current practice centers on advising and representing local governments and related public entities.
