About Andrew Carter
Andrew Carter Graves took a traditional path into the law. He completed his undergraduate studies at Bridgewater College and went on to Appalachian School of Law, where he earned his J.D. in 2006. Those years set the foundation for a practice grounded in courtroom procedure and appellate work.
He began practicing in Virginia and obtained admission to the courts that serve that state. He is also admitted to appear before the U.S. Court of Appeals for the Fourth Circuit. Over time his work has involved state and federal matters, and he has handled filings, briefs and oral arguments in both trial and appellate settings.
Graves has practiced under the banner of GravesWhetzel Law PLLC. The firm has been his professional home and the place where he has combined litigation and appellate practice. He has worked with colleagues on contested cases and on appeals that required attention to both record development and persuasive briefing. His career reflects steady engagement with the procedural and substantive tasks that litigation demands.
Clients and colleagues describe him as methodical in preparing cases. He favors careful review of the record and precise legal writing. He prepares for hearings and appeals in a way that anticipates opposing arguments and frames issues for decision-makers. Those habits shape how he approaches both trial-level practice and work before appellate panels.
Outside of court work, Graves has participated in the legal community in ways typical of litigators: drafting pleadings, managing discovery, and handling motion practice. He has maintained active practice credentials in Virginia and cleared the necessary steps to argue matters in the Fourth Circuit. Those qualifications allow him to represent clients at multiple levels of the judicial system.
In his current practice at GravesWhetzel Law PLLC, he focuses on litigation in Virginia and on appeals within the federal courts of the Fourth Circuit.
