About Adam
Adam Klugman studied law at DePaul University and earned his J.D. in 2006. He moved quickly into public service after graduation, taking a position as a felony prosecutor in the Cook County State's Attorney's Office in Chicago. The work there placed him in courtrooms handling serious criminal matters and gave him a grounding in trial practice at an early stage of his career.
After several years in Illinois, Klugman relocated to California and shifted his prosecutorial focus. In 2012 he joined the City of Anaheim as a domestic violence and family crimes prosecutor. That role required careful handling of sensitive cases and frequent interaction with victims, law enforcement, and social service providers. The experience deepened his familiarity with both the procedural and human sides of family-related criminal matters.
Over time Klugman transitioned from prosecution to defense work. He began accepting appointments on conflict panels and built a practice representing people accused of crimes rather than the state. Since 2022 he has operated Klugman Law PC, the firm he founded to handle criminal defense matters. He also serves on the Riverside County Criminal Conflict Panel as a defense lawyer, a role he began in 2022. In 2023 he joined the Orange County Criminal Conflict Panel, where he continues to accept appointed defense work.
Klugman is licensed in both Illinois and California. His career spans both sides of the aisle in the criminal system. He has prosecuted felonies and family violence matters, and now represents clients facing a range of criminal charges. That breadth informs how he prepares cases. He knows how prosecutors build files and how to question evidence and testimony at trial.
Colleagues describe him as practical in the courtroom and methodical in case preparation. He has handled jury trials, preliminary hearings, and negotiated resolutions in complex cases. His background in prosecution offers perspective when evaluating plea offers and crafting defense strategies.
At Klugman Law PC he takes appointed and private criminal defense matters. He represents clients in state courts across the region and handles cases that include felony charges and family-related criminal allegations. He currently focuses his practice on criminal defense work through Klugman Law PC.
