About William
William Stanger trained first as a scientist and entrepreneur, then turned to the law. He earned dual bachelor's degrees from the University of Pennsylvania in 2002, completing programs in Business and Computer Science and in Economics. He later attended the University of California, Davis, School of Law, earning his J.D. in 2014 and completing an Environmental Law Certificate through the law school's Environmental Law & Policy Center.
His early legal work centered on state regulatory agencies. While in law school and just after, he served as a law clerk at the State Water Resources Control Board, the California Governor’s Office of Legal Affairs, the California Environmental Protection Agency, the California Department of Justice in the Public Rights Division, and the California Law Revision Commission. He concluded that phase of his clerkships with a stint at the California Energy Commission in 2014. Those placements exposed him to administrative rulemaking, permitting, and enforcement processes across water, energy and environmental programs.
After law school he moved into private practice and contract roles. In 2015 he worked as a contract lawyer for Aqua Terra Aeris Law Group and as an associate at Boornazian, Jensen & Garthe. He later joined Sweeney Mason LLP as an associate lawyer in 2018. Those years included litigation and administrative representation for clients facing regulatory challenges, as well as counseling on compliance and transactional matters tied to resource and energy industries. Prior to law school he was self-employed at Ventuity, LLC in 2008 and worked in development at PREIT beginning in 2002, a background that informs commercial and project-oriented legal work.
In 2021 he opened his own practice, assuming the title of principal at the Law Office of William Stanger. He is admitted to practice in California and is authorized to appear before the Ninth Circuit and the U.S. Supreme Court. His training and career path link environmental law, administrative practice, and litigation.

He brings technical familiarity from his undergraduate studies and practical experience from agency work to matters that involve regulatory interpretation, permit challenges, and administrative hearings.
