About William

William Bowser built his foundation at the University of Delaware, where he earned a B.A. in criminal justice and sociology in 1975. He stayed in the region for law school and received his J.D. from Villanova University School of Law in 1980. Those early academic choices set the stage for a career rooted in Delaware courts and federal appellate work.

He began his legal career in private practice. In 1983 he joined Richards, Layton & Finger as an associate. Six years later he moved into public service as County Lawyer for New Castle County in 1989, a role that combined litigation duties with advising local government on legal matters. In 1993 he became a partner at Young Conaway Stargatt & Taylor, LLP, a step that expanded his responsibilities in both litigation strategy and firm leadership.

Bowser holds admissions across multiple federal jurisdictions and the state bench. He is admitted in Delaware and has been granted privileges in the U.S. Supreme Court and the Third, Fifth and Sixth Circuits. Those admissions reflect work that reaches beyond trial courts. He has handled filings and arguments in appellate settings, and he has navigated the procedural demands of multi-jurisdiction matters.

Outside the courtroom, Bowser has long been involved in public health and community organizations. He has served as chair of the Delaware Cancer Consortium since 2001, a position that places him at the intersection of health policy and advocacy in the state. He has also served as treasurer of the Candlelighters Childhood Cancer Foundation of Delaware since 2000, overseeing financial stewardship for a nonprofit focused on families affected by childhood cancer. These roles have kept him connected to statewide initiatives and community stakeholders.
