Todd Powell is an attorney based in Hays, Kansas, with nearly 30 years of legal experience. In October 2025, Todd joined Jeter Law Firm LLP as a partner, furthering his commitment to serving clients in Western Kansas. His legal journey reflects a dedication to both his profession and his community. Born in Goodland, Kansas, Todd earned his Bachelor of Arts in History from Fort Hays State University in 1995. He graduated cum laude from Washburn University School of Law in 1998, laying a strong academic foundation for his legal career.
Todd's legal career began as a research attorney for the Kansas Court of Appeals, where he worked under the Honorable David S. Knudson. This role provided him with invaluable insights into the judicial process and developed his research skills. Following this, he practiced at Cavanaugh, Smith & Lemon, P.A. in Topeka, gaining further experience before returning to Hays to establish his own practice. Todd's experience includes various areas of law, including personal injury, civil litigation, transactional law, contracts, employment and labor law, and appellate practice.
He has successfully argued cases before both the Kansas Supreme Court and the Kansas Court of Appeals, demonstrating his proficiency in navigating complex legal issues. From 2004 to 2015, he served as General Counsel and Executive Assistant to the President at Fort Hays State University, where he provided legal counsel on a range of matters affecting the university community. In addition to his professional achievements, Todd is actively involved in the Hays community. He served on the Ellis County Economic Development Coalition from 2004 to 2016, including a term as president from 2010 to 2012. His leadership extended to the Hays Area Chamber of Commerce, where he has been a board member. As a past president of the Hays Kiwanis Club, he has contributed to local service initiatives.
Todd was also part of the 2005 Leadership Kansas Class and served as the Local Program Chair for Hays in 2010, further solidifying his commitment to community engagement. Todd is licensed to practice law in Kansas and Missouri. He is a member of several professional organizations, including the American Bar Association, Kansas Bar Association, Ellis County Bar Association, American Association for Justice, and the Kansas Trial Lawyers Association. Additionally, he has served as an adjunct instructor at Fort Hays State University, teaching courses in business law, healthcare law, and higher education law. Todd resides in Hays with his wife, Trina, and their two sons.
