About Timothy R

Timothy R. Franklin earned his J.D. from The University of Denver Sturm College of Law in 2008 after beginning law school in 2005. He completed his legal training in Denver and entered the profession at a time when veterans’ legal issues were becoming more prominent in both public and private practice.

Franklin’s early years as an attorney were shaped by sustained involvement in veterans' matters. He joined the National Organization of Veterans’ Advocates in 2014 and took on a leadership role within the Colorado Bar Association’s Military & Veterans’ Affairs Section in 2015, serving as that section’s treasurer. Those affiliations reflect a steady interest in the intersection of military service and the law.

As treasurer of the CBA Military & Veterans’ Affairs Section, Franklin has overseen budgets and financial reporting for programming aimed at lawyers and the public. He has been part of planning efforts for CLE offerings and public outreach that address claims, benefits, and the procedural landscape veterans face. Colleagues describe him as methodical in handling the administrative side of the section while participating in substantive discussions about policy and practice.

Membership in the National Organization of Veterans’ Advocates has kept Franklin engaged with practitioners across jurisdictions. That network has provided access to case law trends, appellate developments, and procedural guidance relevant to appeals and administrative claims. He has used those resources to inform his own approach to casework and to contribute to the section-level work in Colorado.

Franklin’s public profile is understated. He does not lean on publicity. Instead he has built a practice profile through professional involvement and steady case handling. He has represented clients in administrative settings and advised on issues commonly affecting veterans and their families. His approach favors careful preparation and attention to detail, whether assembling evidentiary records or briefing an appeal.

In his work he balances legal detail with practical concerns for clients navigating complex benefit systems. He maintains active participation in professional associations that address veterans’ legal needs and continues to serve in his elected role in the Colorado Bar Association. He currently focuses his practice on veterans’ benefits and military-related legal issues.
