Thomas S. Carter completed a bachelor’s degree in political science at Rhodes College in 2003 and earned his J.D. from Thomas Jefferson School of Law in 2007. He came of age academically during a period of shifting legal debates and entered the profession with a traditional combination of classroom study and early practical training. He began his post-law school career in private practice. In 2009 he worked as an associate at the Law Offices of Vera & Barbosa. Two years later he transitioned into an in-house role, serving as general counsel at NationalLink in 2011. Those positions exposed him to different demands of legal work: one oriented around client matters in a firm setting, the other addressing corporate legal needs from inside an organization.
Carter is admitted to practice in the District of Columbia, California and Washington. That multi-jurisdictional status has shaped how he approaches cases and client advice.
