Thomas R — Benke is an environmental law attorney based in Portland, Oregon. He earned his Bachelor of Science in Chemical Engineering from the University of Texas at Austin in 1984. Following his undergraduate studies, he worked as an Engineer in Training in the petrochemical plants and oil fields of East Texas. In 1992, he graduated from Lewis & Clark Law School with a Juris Doctor degree. After law school, Mr.
Benke began his legal career as a hazardous waste permit writer at the Texas Water Commission, now known as the Texas Commission on Environmental Quality. In this role, he was the lead permit writer for most of the commercial hazardous waste Treatment, Storage, and Disposal Facilities in the state. In 1993, he joined The Environmental Compliance Organization LLC (ECO LLC) as an associate attorney. By 1997, he became the managing member of the firm. ECO LLC specializes in environmental law, providing services such as hazardous waste management, environmental compliance, and regulatory consulting.
In addition to his role at ECO LLC, Mr. Benke serves as the Executive Director of ECO International, a nonprofit social justice organization. He has been involved with the Portland-Khabarovsk Sister City Association (PKSCA) since 1998, holding positions as Secretary, Treasurer. Director of Environmental Programs. Mr.
Benke is a member of the Multnomah Bar Association, which serves the legal community in Portland and surrounding areas. He is admitted to practice law in Oregon. His practice focuses on environmental law, with experience in the Resource Conservation and Recovery Act (RCRA), hazardous waste management, and environmental compliance.
