About Thomas F.
Thomas F. Shine has spent decades at the intersection of law and finance. He trained as a scientist and then as a lawyer. He later added a business degree. That mix of credentials shaped a career that includes government service and long-term private practice in Florida.
Shine began his academic path studying chemistry at Florida State University, where he earned a B.A. in 1973. He moved to Cumberland School of Law at Samford University and received his J.D. in 1976. He returned to Florida State University for an M.B.A. in business, completed in 1980. The combination of a science background, legal training and business study informs how he evaluates technical and financial matters in client work.
In the mid-1980s he took a position in government. In 1985 he served as Senior Counsel at the Securities and Exchange Commission. That role placed him squarely in the world of securities regulation and enforcement at a time of active rulemaking and litigation. His time at the Commission gave him firsthand exposure to how federal regulators review disclosures, investigate market conduct and pursue enforcement actions.
He moved into private practice later. By 1993 he was operating as a solo practitioner under the name Thomas F. Shine, Lawyer at Law. In private practice he handled matters for investors and others who needed counsel on disputes tied to securities and brokerage firms. His practice combined his regulatory background with direct representation in arbitration and related proceedings.
Outside the office he engaged with peers. He held membership in the Public Investors Arbitration Bar Association from 1993 through 2010. That affiliation connected him with lawyers who regularly represent investors in arbitration and helped him stay current on trends in investor claims and industry procedures.
Shine is licensed to practice in Florida and has built a practice that reflects his varied training. Colleagues and clients have noted his preference for analytical, evidence-driven work. He has spent years moving between roles in government and individual representation, and he continues to apply that perspective in his cases.
He maintains a solo practice under the name Thomas F. Shine, Lawyer at Law and practices in Florida, handling securities arbitration and related matters.
