About Thomas Eugene
Thomas Eugene Miller built a foundation in politics and history before turning to the law. He earned a B.A. in Political Science and History from the University of Hartford in 1979. He then completed his J.D. at Pennsylvania State University - Dickinson School of Law in 1985 and entered legal practice soon after.
Miller is admitted to practice in Pennsylvania and is also admitted to the U.S. Supreme Court. He practices in federal court in the Middle District and maintains memberships in local and statewide bar groups, including the Pennsylvania Bar Association and the York County Bar Association. He is also a member of the Middle District Bankruptcy Bar Association, which has shaped much of his courtroom work in federal proceedings.
Early in his career he began contributing to public legal understanding by writing legal articles for The Evening Sun. The pieces aimed to explain courtroom procedures and legal developments to a general audience. That work runs parallel to his courtroom practice and reflects a steady interest in legal education outside the courthouse.
Beyond his legal work, Miller has stayed active in community and youth programs. He advises the Delone Catholic and Littlestown Area School Mock Trial Teams, helping high school students learn trial skills and how to engage with legal issues. He has long been involved with the YMCA in the Hanover and Littlestown areas, holding past roles as president and vice president and serving on the Hanover Area YMCA Board of Directors. These roles have kept him tied to local civic life and youth development.
In the courtroom and the community his career shows continuity rather than sudden shifts. He appears in state and federal matters, including cases handled in the Middle District and matters related to bankruptcy practice. He maintains current membership in the Federal Middle District Court bar and the Middle District Bankruptcy Bar Association. He continues to write and to advise young people through mock trial programs.
He currently practices in Pennsylvania and appears regularly in the Federal Middle District courts, including handling bankruptcy-related matters.
