About Susan
Susan Perez trained in the Philippines and later added postgraduate legal studies in the United States. She earned a B.A. in Accounting from Ateneo de Naga University in 1981 and a J.D. from San Beda College of Law in 1988. Years after practicing, she returned to school and completed an LL.M. at the University of San Diego School of Law in 2009.
Her career spans private practice and public service. In the early 1990s she worked as an associate at De Borja Law Office beginning in 1993. She handled a range of matters there before moving into appellate work at the County Counsel of San Diego in 2000. After several years in government service she joined the Law Offices of Jane Chung, APLC as an associate in 2006. Two years later she opened the Law Offices Of Susan V. Perez, which is listed as her practice from 2008.
The thread through Perez’s work is litigation and appeals, combined later with immigration matters. Her time in county counsel’s appellate unit gave her direct experience drafting briefs and arguing appeals. Later roles involved case preparation and representation in immigration contexts. She is admitted to practice in both California and the Philippines, and she has maintained membership in the San Diego County Bar Association since 2006. She is also a member of the American Immigration Lawyers Association.
Colleagues describe Perez as methodical in courtroom preparation and precise in legal writing. Her professional record shows movement between sectors—private firms, government counsel and her own office—rather than a single steady path. That variety of settings exposed her to different procedural rules and client expectations in both U.S. and Philippine systems.
Perez divides time between an office in downtown San Diego and a Manila office. That arrangement supports clients who have cross-border issues or who need counsel admitted in different jurisdictions. Her bilingual background and dual-jurisdiction practice inform how she approaches matters that touch immigration, administrative process and appellate procedure.
She continues to practice law through the Law Offices Of Susan V. Perez, handling immigration and appellate matters across California and the Philippines.
