About Stephen P.
Stephen P. Kauffman began his professional life as an accountant and bank examiner before shifting to law. He earned a B.A. in Accounting from Loyola College in 1977 and a J.D. from the University of Maryland - Baltimore in 1983. He is also a Certified Public Accountant, credentialed by the Maryland Board of Public Accountancy.
His early career placed him inside government regulators. He worked as a bank examiner for the FDIC after college and later served as a revenue agent for the IRS. Those roles exposed him to financial oversight and tax enforcement at close range. He moved into private practice after law school, joining Constable, Alexander, Daneker & Skeen as an associate in 1983.
Kauffman’s practice evolved through a series of partnerships and firm formations. He became a partner at Wright, Constable & Skeen LLP in 1990 and established Stephen P. Kauffman PA as principal in 1993. He later served as senior partner at Skeen & Kauffman, LLP beginning in 2004 and again took on a senior partnership role at Kauffman Kim, LLP in 2019. He currently practices as a lawyer at The Kauffman Group.
Alongside private practice, Kauffman has taught law. He held adjunct faculty positions at Loyola University in 1988 and at Notre Dame of Maryland University in 1991. More recently he served as an adjunct professor of law at the University of Maryland School of Law in 2019. Those classroom roles have run parallel to his work advising clients and litigating matters in federal and state courts.
Kauffman is admitted in multiple jurisdictions and before a wide range of federal tribunals. His admissions include Maryland and the District of Columbia, the D.C. Circuit, the 4th Circuit, the U.S. Supreme Court, the U.S. Tax Court, the U.S. Court of Federal Claims, U.S. Court of Appeals, U.S. District Court for the District of Maryland, U.S. District Court for the Central District of Illinois, and the U.S. Bankruptcy Court.
He serves on corporate and civic boards and maintains memberships in bar groups. Current board roles include Canton Railroad and Von Paris Enterprises. He is a member of the American Bar Association Foundation, the Maryland State Bar Association, the Howard County Bar Association and the District of Columbia Bar Association.
Kauffman’s background in accounting, government revenue work and decades in private practice inform his approach to tax, business and litigation matters. He currently practices at The Kauffman Group handling tax, business and litigation matters.
