About Stephen C.
Stephen C. Harkess built his foundation in numbers before turning to law. He completed a Bachelor of Science in Business Administration with an emphasis in accounting at the University of Colorado Boulder in 1990. He then pursued legal studies at the University of Denver, earning a J.D. that prepared him for litigation and practice in both state and federal settings.
Early in his career Harkess gained admission to practice in Colorado and in the United States Court of Appeals for the Tenth Circuit. That combination of state and federal credentials has informed the kinds of matters he handles. He has prosecuted and defended claims in trial courts and has taken appeals where higher courts could clarify a disputed legal point.
In 2006 he assumed the role of managing partner at Harkess & Salter LLC. In that position he balanced casework with firm management. He oversaw attorney teams, handled client relations, and took lead roles in contested proceedings. The work required both courtroom preparation and the administrative decisions that keep a law practice operating day to day.
Colleagues describe Harkess as pragmatic in the courtroom and methodical in case preparation. He approaches disputes by sorting facts from noise and then mapping a clear route through procedural requirements and evidentiary hurdles. His accounting background informs how he evaluates damages and organizes financial records for presentation at trial or in settlement talks.
Outside of court, he has managed aspects of practice that many small and mid-size firms face: mentoring younger attorneys, setting litigation strategy, and maintaining client service standards. Those responsibilities have repeatedly shifted the balance of his week from pure advocacy to strategic oversight, but he has continued to appear at hearings and trials when cases demand it.
Today Harkess remains affiliated with Harkess & Salter LLC. He is licensed in Colorado and in the Tenth Circuit and continues to represent clients in state and federal court proceedings. His current practice centers on representing clients in contested matters before trial and on appeal.
