About Spencer David

Spencer David Shapiro earned his law degree from St. John’s University School of Law. He completed the legal training there before entering public service. The school’s curriculum and clinics gave him a grounding in courtroom procedure and municipal law.

He moved into county government early in his career. In 2018 he served as a Deputy County Lawyer in the Office of the Nassau County Lawyer. In that role he worked on matters arising from the county’s legal needs and advised county officials on statutory and regulatory questions. The post gave him day-to-day experience in public law and exposure to the procedural demands of government litigation.

Outside of government work he has maintained ties to the broader legal community. He holds membership in the Federal Bar Association, where he participates in programs and attends events that address federal practice and procedure. That membership reflects an interest in federal courts and the issues that bring local and federal systems into contact.

Shapiro is currently based at Horn Wright, LLP. He practices in New York and maintains an office role at the firm. His background in county law informs how he approaches matters for private and public clients alike. He is known among colleagues for a methodical approach to casework and an emphasis on clear legal analysis.

He continues to handle matters arising in New York, drawing on his experience in county government and his ongoing involvement in federal bar circles. He focuses his practice on legal matters in New York, applying his public-sector background to client representation.
