Scott C. Stockwell completed a traditional academic path before entering law. He earned a Bachelor of Arts in Political Science and Pre-Law from Kansas State University in 1977. He received his Juris Doctor from the University of Kansas School of Law in 1981. Decades later he returned to formal study and took graduate work at Arizona State University, earning an MBA in 2015 with concentrations in Information Management, Marketing, and International Business.
His early career mixed public service and regulatory work. In 1984 he joined the Kansas Corporation Commission as Assistant to Commissioner Keith R. Henley. He moved into a leadership role three years later, becoming Director of the Utilities Division in 1987. Those years placed him at the center of state utility regulation and administrative procedure.
In 1991 he began practicing as a lawyer in private practice under the name Scott C. Stockwell, Lawyer at Law. Over time he has returned to a small-firm environment and is associated with Ad Astra Legal LC.
