About Sarah Keeton

Sarah Keeton Campbell built her legal foundation at the University of Tennessee and Duke. She earned a B.A. from the University of Tennessee — Knoxville in 2000. She later completed a Master of Public Policy at Duke in 2006 and a J.D. from Duke University School of Law in 2009.

Her early career followed a familiar path for federal appellate lawyers. After law school she clerked for Judge William H. Pryor Jr. on the U.S. Court of Appeals. She then joined Williams & Connolly as an associate, took a clerkship at the U.S. Supreme Court for Justice Samuel A. Alito, Jr., and returned to Williams & Connolly as an associate. Those roles exposed her to complex briefing and high-stakes appellate work at both the circuit and Supreme Court levels.

In 2019 she moved into government service as an Associate Solicitor General and Special Assistant to the Lawyer General at the Tennessee Office of the Lawyer General. In that capacity she worked on appellate matters for the state, preparing briefs and advising on litigation strategy. The position placed her at the intersection of state constitutional questions and federal appellate procedure.

Campbell’s background combines private firm litigation and public appellate advocacy. At Williams & Connolly she handled matters that required detailed legal research and written advocacy. Her clerkships provided an inside view of appellate decisionmaking, from the trial of questions in the court of appeals to the certiorari and merits phases at the Supreme Court.
