About Sandra Maxine
Sandra Maxine Prowley earned her law degree at Touro Law Center Cambridge Law. She built her legal foundation there and went on to secure admission in several jurisdictions. Prowley is admitted to practice in the State of New York and before the United States Courts of Appeals for both the Second Circuit and the Federal Circuit. Those credentials have shaped a career that moves between local courts and federal appellate benches.
Early in her professional life she became involved in bar association work in the Bronx and Manhattan. She served on the judiciary committee of the Bronx County Bar Association, participating in discussions about court administration and judicial selection. She is also a member of the New York County Lawyers Association, where she has taken part in member activities and the association’s programming. Colleagues describe her as someone who has remained engaged in local legal institutions while maintaining courtroom responsibilities.
Prowley’s practical experience includes work as an arbitrator in the Bronx County Small Claims Court. In that role she presided over disputes between individuals and small businesses, issuing determinations that resolved monetary claims at the local level. That hands-on experience in adjudicating small claims has informed her approach to case management. It also gave her regular contact with litigants who represent themselves and with attorneys who practice in municipal forums.
Across her professional activities, Prowley combines admission to state and federal appellate courts with grassroots legal service in New York City. She has balanced bar involvement, local adjudicatory roles, and the procedural demands of appellate admissions. Her current practice handles matters in New York and includes filings and appearances before the Second Circuit and the Federal Circuit.
