About Samuel
Samuel Walker moved from the classroom to the courtroom after completing his education on both coasts. He earned a B.A. from Loma Linda University and later took his law degree from Howard University School of Law. Those years shaped his understanding of law and policy and set him on an appellate path.
He built a career in federal appellate work. He is a federal appellate lawyer at CPLS, P.A., representing clients in appeals across the country. Walker is admitted to practice before the United States Supreme Court and several federal courts of appeals, including the 3rd, 4th, 5th, 6th, 9th and 11th Circuits. That admissions profile reflects a practice that reaches well beyond a single jurisdiction.
His day-to-day work involves writing appellate briefs, preparing petitions and responses, and handling oral argument. He addresses procedural questions and the substantive law that underlies appeals. Cases can turn on narrow points of federal procedure or on broad questions of statutory and constitutional interpretation. Walker’s role often requires translating trial records into persuasive appellate narratives and anticipating the legal questions judges will want to resolve.
Walker maintains professional ties to bar organizations that relate to his practice. He is an active member of the Virgin Islands Bar Association and the American Bar Association. He represents clients under federal rules and court procedures and interacts with judges, clerks and opposing counsel across multiple circuits.
Colleagues describe his practice as one that regularly engages federal appellate dockets. The list of courts where he is admitted — including the U.S. Supreme Court — signals work that can involve high-stakes issues, procedural petitions, and multi-jurisdictional strategy. His appellate filings address evidence, trial error, jurisdictional questions and the standards of review that guide appellate courts.
Throughout his career Walker has moved between careful legal writing and oral advocacy. He balances attention to record details with an eye toward the legal framing that appellate panels expect. He has experience preparing briefs and arguments that aim to persuade appellate judges across different regions and circuits.
He currently practices federal appellate law at CPLS, P.A., handling appeals before multiple federal courts, including the United States Supreme Court and several U.S. Courts of Appeals.
