About Sam
Sam McGovern moved from one public service role to another. He began his professional life wearing a police uniform, serving as a police officer with the Martinsburg Police Department in 2012. That early work in law enforcement shaped his view of legal responsibility and introduced him to the practical realities that later informed his legal training.
He entered California Western School of Law in 2018 and earned his J.D. in 2020. While in law school he worked as a law clerk in private-sector law offices in 2018 and served as a judicial extern in 2019 for the United States District Court for the Southern District of California. Those placements provided courtroom exposure and a front-row perspective on federal procedure.
After completing his legal studies he moved into private practice. In 2020 he took the title of CEO and estate planning lawyer at McGovern Law Group, APC. The change from public safety to legal counsel was not abrupt. His background in policing has continued to influence how he approaches client matters and evaluates risk for families and individuals.
McGovern is admitted to practice in California and in the United States District Court for the Southern District of California. His work centers on estate planning, including wills, trusts, and related probate issues. He handles client consultations, document preparation, and the array of transactional tasks that accompany end-of-life planning. He also attends to the procedural steps that sometimes follow, when probate or trust administration becomes necessary.
Colleagues and former supervisors have described him as methodical in his preparation and direct in his communication. He keeps files organized and timelines clear. Clients who come from first-responder backgrounds have noted his ability to translate legal concepts into plain terms. He does not litigate routinely in high-volume court dockets, but his federal court admission allows him to appear in the Southern District when cases require it.
McGovern practices through McGovern Law Group, APC and maintains an office presence in Alpine. The firm handles estate planning matters and assists clients in preparing the documents that guide personal and financial affairs. He continues to combine the pragmatic instincts shaped by earlier public service with the technical work of drafting and advising on estate plans.
