Salem Wayne Rosenbaum is a licensed attorney admitted to practice law in the State of California. He was admitted to the California State Bar in 1996. His license is currently in active status. Mr. Rosenbaum is a partner at Varco & Rosenbaum, Environmental Law Group LLP, a law firm located at 225 Broadway, Suite 1900, San Diego, CA 92101. He has been practicing law for over 29 years, serving clients throughout California, particularly in the San Diego area.

Mr. Rosenbaum earned his Juris Doctor degree from California Western School of Law, where he graduated in 1995. Prior to law school, he completed his undergraduate education at Rutgers University, receiving a Bachelor of Arts degree in Mathematics and Chemistry in 1972. He also earned a Master of Education degree from Rutgers University in 1974. During his time at California Western, he served as President of the Environmental Law Society, reflecting his early commitment to environmental law.

Mr. Rosenbaum concentrates his practice in the areas of environmental law, land use, and natural resources. He has extensive experience in water quality and land use laws affecting infrastructure and renewable energy projects. His practice encompasses all stages of litigation, including initial case evaluation, discovery, mediation, settlement negotiations, and trial proceedings in both state and federal courts. He has developed compliance strategies for clients regulated under the stormwater provisions of the Clean Water Act, the Endangered Species Act, the California Environmental Quality Act, and other federal and state resources statutes.

Throughout his career, Mr. Rosenbaum has handled cases in the Superior Court of California for the County of San Diego, the United States District Court for the Southern District of California, and the United States Court of Appeals for the Ninth Circuit. Prior to founding his own firm, he worked as a partner at Stoel Rives LLP and Foley & Lardner LLP. Before entering private practice, he served with the Department of the Navy, Office of General Counsel, where he concentrated on environmental audits, waste minimization plans, and regulation of stormwater discharges at federal facilities.

Mr. Rosenbaum is an active member of the California State Bar Association. He is also a member of the San Diego County Bar Association. He has been recognized for his contributions to environmental law and has served as a speaker at various legal seminars and conferences. Mr. Rosenbaum is fluent in English, allowing him to serve the diverse communities of California effectively.
