About Ryan Scott

Ryan Scott Spiegel earned his undergraduate degree at the University of Maryland, College Park before going on to Stanford Law School, where he received his J.D. in 2003. His time at Stanford placed him among peers from a wide range of legal backgrounds and prepared him for practice across multiple jurisdictions. The timeline of his legal training is concise and anchored by that 2003 graduation.

He serves as a principal at Paley Rothman. In that role he is part of a firm leadership team and works on matters that reach both state and federal forums. He is admitted to practice in Maryland, New York and the District of Columbia. He also holds admissions to the U.S. Court of Appeals for the Fourth Circuit, the U.S. District Court for Maryland and the U.S. District Court for the District of Columbia. Those credentials allow him to take cases in trial courts and appellate settings across several circuits and federal districts.

Spiegel has taken on responsibilities outside the private law firm setting. He is the National Judge Advocate for The Navy League of the United States, a position that involves advising the organization on legal questions and procedural matters. Locally, he has served as president of the Montgomery County chapter of the Maryland Municipal League and sits on the league’s state Board of Directors. He also serves on the Board of Directors of the Metropolitan Washington Council of Governments and participates in its Climate, Energy & Environment Policy Committee. He maintains membership in the Maryland State Bar and other professional groups.

His affiliations reflect an interest in the intersection of law, public policy and municipal governance. Serving on a regional council of governments links him to policy discussions that extend beyond traditional courtroom practice. His municipal league role places him at the interface of local government and state-level policymaking. Those positions complement the courtroom work his federal and state admissions permit.

At Paley Rothman, Spiegel combines roles as a firm principal with client representation across the jurisdictions where he is admitted. He handles matters that require appearances in state courts and in federal courts, including appellate filings in the Fourth Circuit. Colleagues describe him as an attorney who engages on both litigation-related tasks and on issues that touch on municipal and policy concerns.

He continues to practice at Paley Rothman, representing clients in matters that take him to state and federal forums and participating in several civic and professional organizations related to municipal law and public policy.
