About Robert J.

Robert J. Gavin blends an engineering background with legal training. He earned a Bachelor of Science in Mechanical Engineering from the University of Michigan in 2005 and a Juris Doctor from DePaul College of Law in 2008. Those two degrees shape how he approaches problems: methodical, precise, and attentive to technical detail.

He entered private practice soon after law school. In 2008 he served as a senior associate at Shifman & Carlson, P.C., where he worked on matters that required both legal analysis and an understanding of complex financial structures. That early role exposed him to municipal transactions and the kinds of regulatory and transactional issues that follow public finance work.

Gavin is licensed to practice in both Illinois and Michigan. He is a member of the National Association of Bond Lawyers, an affiliation that aligns with the type of matters he has handled over the years. Colleagues describe his approach as thorough; he takes time to parse documents and to test technical assumptions. His engineering training often proves useful when contracts or financing documents hinge on specifications, schedules or performance metrics.

Over the course of his career he has combined transactional drafting, regulatory review and client counseling. He has worked on bond-related documents, disclosure matters and the structuring of public financings. In those matters he tends to focus on clarity in agreements and practical risk allocation. He favors plain language where possible and careful attention to the interplay between debt documents and governing statutes.

Outside of transactional work he has participated in professional gatherings and discussions tied to municipal finance, sharing observations drawn from both legal practice and engineering perspective. That mix of experience informs how he advises issuers, developers and other stakeholders who confront technical and legal questions at once.

Gavin’s practice spans work in Illinois and Michigan courts and administrative forums, and he maintains ties to professional networks that concentrate on municipal bonds and public finance. He continues to follow developments in securities disclosure, tax-exempt financing and statutory changes that affect public borrowing. He currently advises clients on municipal finance and public bond matters across Illinois and Michigan.
