About Richard
Richard Regan built a steady, local practice after a long academic run in English and law. He earned a B.A. in English from Bates College in 1982, followed by an M.A. in English from the University of Virginia in 1984. He returned to Maine for law school and received his J.D. from the University of Maine School of Law in 1994.
He began his legal career the same year, joining Hart and Regan as a lawyer. That early work set the foundation for a practice that mixes litigation and client counseling. In 2009 he moved to Moncure & Barnicle, where he continued to handle contested matters. In 2013 he took on a different kind of role as a hearing officer for the Maine Public Employees Retirement System, hearing claims and administrative appeals related to public pensions and benefits.
Regan is admitted to practice in Maine and before the U.S. Court of Appeals for the First Circuit. His professional affiliations include long-standing service on the Board of Governors of the Maine Trial Lawyers Association, a post he has held since 1995. He also maintains membership in the National Association of Consumer Bankruptcy Lawyers, a group he joined in 2009. These memberships reflect both trial work and consumer-focused practice areas in his caseload.
Over the years his files have ranged from consumer bankruptcy matters to civil litigation and administrative hearings. The combination of courtroom experience and administrative adjudication means he is comfortable on multiple procedural fronts. He has counseled individuals on bankruptcy filings and creditors’ rights, and he has handled contested hearings tied to pension and retirement plan disputes. That mix gives him a practical sense of how cases move from papers to proceedings to resolution.
Outside of hearings and courtrooms, Regan has remained active in the Maine legal community. His long tenure on the Maine Trial Lawyers Association board has kept him engaged with litigation trends and state-level practice issues. His membership in national bankruptcy circles keeps him current on consumer insolvency developments and procedural changes that affect debtors and creditors alike.
He practices from Regan Law LLC, maintaining a local presence for clients in Maine. He continues to take cases that involve consumer bankruptcy, civil litigation, and public employee retirement issues.
