About Rebecca Lynn

Rebecca Lynn Phelps combined a military academy education and an Ivy League law degree before she began practicing law. She attended the United States Naval Academy and earned her J.D. in history from Stanford University in 2014. The mixture of disciplined training and a humanities-rich legal education informs her approach to legal problems.

After Stanford, Phelps established a practice that crosses several jurisdictions. She holds admissions in the District of Columbia, Texas and California. That tri-jurisdictional standing allows her to take on matters that span state lines and the federal district. She has remained active in the bar communities where she is licensed and has built a practice shaped by those memberships.

Phelps is engaged with local and state bar organizations. She serves on the Membership Committee of the Houston Bar Association and is a member of the Houston Young Lawyers Association. She also maintains membership in the State Bar of Texas. Those roles keep her connected to developments in courthouse procedure and professional networks in Houston and beyond.

Her day-to-day work is anchored in offices in Texas and Louisiana. She splits professional time between those locations and handles matters that require attention across her admitted jurisdictions. The bi-state presence gives clients local accessibility while preserving the capacity to work on cases that reach into California and the District of Columbia.

Colleagues describe Phelps as exacting in preparation and careful in courtroom strategy. She prefers clear lines of analysis and measured advocacy. Her background in history surfaces in her written work; she tends to frame disputes within broader factual and legal arcs rather than relying on narrow technical points alone.

Outside of casework she continues to engage with bar activities that support lawyer development and community ties. That engagement includes committee responsibilities and participation in young lawyer programming in Houston. It also keeps her plugged into statewide conversations through the State Bar of Texas.

Phelps’s practice reflects the practical demands of multi-jurisdictional work. She handles legal matters that require admissions in the District of Columbia, Texas and California, operating from offices in Texas and Louisiana and coordinating across those regions. She currently focuses her practice on legal matters across those jurisdictions.
