About Ray D

Ray D Hacke graduated from the University of the Pacific, McGeorge School of Law. He moved from the classroom into practice equipped with a traditional legal education. His training at McGeorge informed both courtroom strategy and legal writing. It also provided a foundation for work across state lines.

Hacke is licensed to practice in California and Oregon. He has spent his career working through a single institutional platform. Much of his time is spent at the Pacific Justice Institute, where he maintains a presence in the organization’s offices. His work there has involved representing clients in contested matters and preparing filings for administrative and judicial review.

Colleagues describe him as methodical in his preparation. He approaches cases with a focus on the record and the governing statutes. He tends to break complex issues into discrete legal questions. That approach shapes how he builds arguments and prepares witnesses for testimony.

He has been active in professional associations since 2011 and took on additional association responsibilities beginning in 2017. Those roles have kept him in regular contact with local bar groups and like-minded practitioners across two states. Participation in these organizations has given him opportunities to speak at panels and coordinate with other attorneys on multi-jurisdictional matters.

Courtwork and advocacy occupy a large part of his calendar. He files motions, argues hearings, and drafts appellate briefs when cases progress beyond trial court. He also assists in client intake and case strategy meetings. The practice requires regular travel within California and Oregon and familiarity with differing state procedures.

Outside the courtroom, Hacke spends time on legal research and document drafting. He writes pleadings and memos intended to clarify statutory text and administrative rules. That written work often lays the groundwork for litigation and for advising clients on procedural options.

He remains based at the Pacific Justice Institute and continues to serve clients in both California and Oregon. His current practice focuses on litigation and advocacy handled through the Institute’s offices.
