About Raul A

Raul A Villalobos earned his J.D. from the University of Illinois at Urbana-Champaign in 1974. He entered the legal profession at a time of change in Chicago and quickly moved into roles that combined public service and private practice. Early academic training gave him a foothold in litigation and public law that shaped the next decades of his career.

He began public service as an assistant state lawyer in the Office of State s Lawyer of Cook County. That early work exposed him to courtroom procedure and local government matters. Not long after, he became involved in civic leadership. In 1980 he joined the Chicago Board of Education and a year later he served as its president. Those years placed him at the center of municipal governance at a turbulent moment for the city’s schools.

By the late 1970s he was also active in the bar. He has been a member of the Chicago Bar Association since 1978. He maintains membership in the Illinois State Bar Association as well. In 2003 he joined the Trial Bar of the United States District Court for the Northern District of Illinois and remains a member of that panel. He is admitted to practice in Illinois and before the U.S. District Court for the Northern District of Illinois.

Villalobos moved between public and private roles over the years. In 1997 he served as managing partner of Rodriguez and Villalobos. He later founded Villalobos & Associates, where he serves as founding and managing partner. Those positions reflect a practice that has included litigation and representation of public entities and private clients. The offices he has held required both courtroom advocacy and management of legal teams.

His career spans municipal governance, trial work and firm leadership. He has balanced courtroom responsibilities with administrative duties tied to running a practice. Colleagues and court records show steady participation in trial work through the Northern District Trial Bar and in local bar activities through the Chicago and Illinois bar groups.

Today he leads Villalobos & Associates. He continues to handle trial matters and represents clients in state and federal courts. His current practice focuses on litigation in Illinois and in the U.S. District Court for the Northern District of Illinois.
