About Rafael

Rafael Pagan-Colon combines decades of technology management experience with formal legal training. He earned a J.D. from the University of Puerto Rico - Río Piedras (2011), an MBA from the University of Phoenix (2007) and a B.B.A. in Business Administration and Computer Information Systems from the University of Puerto Rico - Río Piedras (1984). The sequence shows a professional who returned to school after a long run in industry.

His early career unfolded in information systems and consulting. In the early 1990s he worked as a senior consultant at James Martin & Co., Inc. He moved into management roles later in the decade, serving as deputy director of information systems for Vivendi Environnement / Puerto Rico Water Company in 1997. By 2002 he was production manager for MIS at Suez Lyonnaise/Ondeo Puerto Rico. In 2006 he joined the University of Puerto Rico’s central administration as acting information systems director and special aide to the research and technology vice president.

That background in IT and operations has shaped his approach to legal work. After completing his law degree he established a practice in Puerto Rico. Since 2012 he has operated as counselor, attorney and notary public under the name Rafael Pagan, Lawyer-at-Law & Notary. He maintains registrations that list him as a notary since 2013 and as a lawyer in records beginning in 2020. He also holds a Certified Data Professional credential from the American Institute for Certification of Computer Professionals.

Pagan-Colon’s path is not a straight line. It moves from systems and management into law. The technical roles gave him hands-on experience with information systems, procurement and operations. Those experiences inform the way he handles client matters that touch on technology, records and transactional detail. He draws on both sides of his résumé when advising or executing notarial acts.

Colleagues and clients see a practitioner who bridges two fields. He brings familiarity with institutional processes from his university and utilities work, and legal training he completed more recently. He continues to work in Puerto Rico, where he provides legal counsel and performs notarial services through his practice.

He currently maintains a practice providing legal counsel and notary services in Puerto Rico.
