About Phillip

Phillip Horwitz built a legal foundation across three institutions before moving into tax policy and practice. He earned a B.A. in economics and English literature from the University of Colorado Boulder in 1988. He followed that with a J.D. from the University of Texas at Austin in 1991 and completed an LL.M. in public international law at the University of London in 1992. Those years set a pattern: a blend of technical study and wider legal interests.

His early career combined private firm work and public-sector tax roles. In 1993 he joined Stotsenburg & Stotsenburg as an associate, and a year later he moved to the Colorado Department of Revenue as a tax specialist. That work introduced him to state tax administration and the mechanics of tax policy.

By 2001 Horwitz had moved into the consulting world as a manager at Deloitte. He then took on principal-level responsibilities at STIC Solutions, LLC in 2004. These roles broadened his experience in tax compliance, controversy, and advisory projects for corporate and public clients. In 2008 he returned to state government as Director of the Office of Tax Policy Analysis for the Colorado Department of Revenue, a post that combined technical tax work with policy development and stakeholder engagement.

Outside government and consulting he has also taught. In 2017 he served as an adjunct professor at the University of Denver, bringing practical tax issues into the classroom. The following year he joined Moss Adams as State and Local Tax Director. That role put him at the intersection of firm-level practice management and client-facing tax work.

Horwitz is a member of the Colorado State Bar and has been since 1998. His work over three decades centers on state and local tax matters, tax policy analysis, and advising on regulatory and compliance issues that affect both public and private entities. He has shifted between practice settings but kept a steady focus on how tax law operates for governments and taxpayers alike.

Today he is affiliated with Moss Adams LLP and continues to work on state and local tax issues. His current practice focuses on state and local tax matters and tax policy analysis at Moss Adams LLP.
