About Philip L.
Philip L. Franckel earned his law degree from Quinnipiac University School of Law, receiving his J.D. in 1981 after beginning his legal studies in the late 1970s. He entered a career split between public safety organizations and private practice. That early combination of interests shaped the work he has done for decades.
Franckel’s involvement in auxiliary police organizations dates to 1970, when he took on a leadership role in the NCPD Auxiliary Communications Bureau. He remained active in that bureau across many years and rose to the position of Commanding Officer. That long tenure gave him practical exposure to the operational and communications needs of volunteer and auxiliary public safety units.
In 2005 he accepted the role of counsel to the New York State Association of Auxiliary Police, Inc., advising the group on legal issues that affect auxiliary forces statewide. In that capacity he worked with association leadership on governance and regulatory questions, as well as on matters touching training, interagency coordination, and the legal framework surrounding auxiliary policing.
Philip L. Franckel joined FRANCKEL & PLEVY, LLP as a partner in 2013. At the firm he took on responsibilities typical of a partner: supervising matters, advising institutional clients, and assisting in the management of practice areas. His work at the firm built on his experience with volunteer and auxiliary police groups while also addressing the broader civil and administrative issues that arise in New York practice.
Licensed to practice in New York, Franckel’s career runs across both organizational advising and courtroom-facing work. He has advised nonprofit associations, local agencies and volunteer corps. That advising frequently involves governance documents, contractual arrangements, compliance with state regulations and coordination among multiple public safety entities. He has also engaged in the procedural and administrative processes that accompany investigations and inter-organizational disputes.
