About Pedro A.

Pedro A. Miranda trained and began his legal life in Puerto Rico. He received a B.A. in 1966 from the University of Puerto Rico at Río Piedras and later earned a J.D. in 1975 from the same law school. The island's courts and legal community framed his early years, and those roots have shaped a long career in immigration and federal practice.

Miranda moved into federal work in the 1980s. In 1986 he joined the Immigration and Naturalization Service as a trial lawyer. That role placed him in immigration courtrooms across the country, handling contested matters on behalf of the government. Eight years later he shifted roles and began serving as an immigration judge. He took that bench in 1994 with the U.S. Department of Justice’s Executive Office for Immigration Review.

His time on both sides of the immigration system has given him a distinctive perspective. As a government trial attorney he developed courtroom experience and procedural knowledge. As an immigration judge he presided over removal proceedings, credibility determinations and case management at the tribunal level. He has worked through the practical consequences of immigration statutes and regulations, and seen how policy changes affect cases on the ground.

He is admitted to practice before multiple federal venues and courts. Those admissions include the First and Eleventh Circuits, the District of Columbia and D.C. Circuit, and courts in Puerto Rico. Membership in bar associations has been a constant. He has been a member of the Puerto Rico Bar Association since 1976 and joined the American Bar Association in 2014.

Colleagues describe him as methodical in chamber work and direct in courtroom procedures. His background gives him familiarity with both appellate and trial settings. He has appeared in federal forums and addressed issues that require translating administrative records into arguments for higher courts. That blend of tribunal and appellate experience informs how he evaluates cases, evidence and legal strategy.

Today he continues to work in the field where he spent most of his career. He maintains a practice handling immigration-related matters and appears in federal courts and immigration proceedings on behalf of clients in Puerto Rico and before relevant appellate venues.
