About Pavan

Pavan Dhillon studied international relations and related disciplines before turning to law. He earned a B.A. in International Relations, Political Science, History and Economics from the University of British Columbia in 2000. He then attended McGill University Faculty of Law and received his LL.B. in 2004. Those years of study gave him grounding in comparative institutions and cross-border issues that would shape his later work.

He entered practice on both sides of the border. Dhillon is licensed in New York and in British Columbia, Canada. He served as counsel and head of the Canadian immigration practice at Seyfarth Shaw LLP beginning in 2012. In that role he led a team advising corporate clients and individuals on immigration strategy, policy interpretation and case management. The position exposed him to complex corporate immigration matters as well as regulatory and procedural challenges that arise when clients move people between jurisdictions.

In 2018 he left the large-firm environment and founded Dhillon Immigration Law. He is the firm’s managing lawyer. The move allowed him to build a smaller practice structure aimed at the particular demands of immigration files. He continued to handle employer-sponsored matters, skilled worker applications, temporary resident issues and administrative hearings, while tailoring services for each client’s circumstances.

Dhillon’s background combines academic study of international relations and law. That combination informs how he assesses cross-border problems and constructs practical solutions. He has experience dealing with both the policy side of immigration and the day-to-day mechanics of applications, interviews and compliance matters. Colleagues describe his approach as methodical; he breaks complex processes into discrete steps and explains them in plain language.

The office advises employers on recruitment and compliance, guides individuals through temporary and permanent residence streams, and manages appeals and administrative reviews when outcomes are contested. He remains based at Dhillon Immigration Law, where he leads the firm’s work on Canadian immigration law and related cross-border matters.
